په افغانستان کې د غنمو د سکتور ستونزې او پراختیایي ستراتیژۍ

د افغانانو په ورځنیو خوړو کې د غلمینې ډوډۍ ارزښت او ونډې ته په پام سره غنم د هېواد یو ستراتیژیک محصول ګڼل کیږي. په هېواد کې د خوړیز خوندیتوب د تأمینولو لپاره د غنمو کافي عرضه خورا مهمه ده. زمونږ هېوادوال د اړتیا وړ ورځنۍ انرژي کابو ۶۰٪ له غنمو څخه ترلاسه کوي (NRVA, 2007). په هیواد کې د غنمو سړي سر کلنی مصرف ۱۷۰ کیلوګرامه اټکل شوی دی. ددې ترڅنګ، په هېواد کې غنم په اوبیز او للمي ډول کرل کیږي او د ټولې کرنیزې ځمکې لویه برخه ورته هرکال ځانګړې کیږي. د مرکزي احصایې د ۱۴۰۰ هـ ش کال شمیرې څرګندوي چې په یاد کال کې د ټولې کرل شوې ځمکې (۳۲۷۵۴۶۳ هکتاره) ۶۲.۵ سلنه او غلو دانو تر کښت لاندې ځمکې (۲۳۶۸۱۱۸ هکتاره) ۸۶.۴ سلنه غنمو ته ځانګړې شوې وه. د ۱۳۹۵ او ۱۴۰۰ هـ ش کلونو په لړ کې په منځني ډول د غنمو تر کښت لاندې ټولې ځمکې ۶۷ سلنه اوبیزو او پاتې ۳۳ سلنه للمي غنمو ته ځانګړې شوې وه.  سره له دې چې د هېواد د کرنیزې ځمکې لویه برخه هر کال د غنمو تولید ته ځانګړې کیږي، د غنمو کورني تولیدات نشي کولای چې د مخ په زیاتیدونکي نفوس خوړیزې اړتیاوې پوره کړي. پدې توګه، هېواد له کلونو راهیسې د غنمو  او اوړو په وارداتو تکیه کوي. د مرکزي احصایې د رسمي شمیرو پر بنسټ د ۱۳۹۴ او ۱۴۰۰ هـ ش کلونو ترمنځ په اوسط ډول هر کال تقریباً ۳.۱ میلیون ټنه غنم د ۶۸۹ میلیون امریکایي ډالرو په ارزښت هېواد ته وارد شوي دي. تر هغه چې د غنمو او اوړو کورنی تولید په کافي اندازه وده و نه کړي، هیواد به همداسې په ورداتو تړلی پاتې وي. په داسې یوه حالت کې چې کورنی تولید بسنده نه دی او ستراتیژیکې زیرمې هم شتون نه لري، واردات د کورني بازار د ثبات د ساتلو لپاره خورا اړین ګڼل کیږي. 

په تېرو دوو لسیزو کې د غنمو د سکتور د پراختیا لپاره یو زیات شمیر پالیسۍ، پروګرامونه او پروژې د دولت او نړیوالو مؤسسو له خوا پلې شوې دي. د غنمو ملي پالیسي په ۱۳۹۲ هـ ش کال کې جوړه شوه او د پلي کیدو لپاره یې په همدې کال کې د افغانستان د غنمو د سکتور پراختیایي پروګرام جوړ شو. په ۱۳۹۶م کال کې د غنمو د پراختیا ملي پروګرام ترتیب شو او په ۱۳۹۶ هـ ش کال کې د افغانستان د خوړو او تغذیې د خوندیتوب اجنډا جوړه شوه. ددې ترڅنګ، غنم د کرنې د سکتور د ټولو پراختیایي ستراتیژیو، پالیسیو او پروګرامونو مهمه برخه جوړوله. د غنمو د تخم او کیمیاوي سرې کلنۍ ویش په تېرو دوو لسیزو کې د دولت له مهمو سبسایډیو څخه شمیرل کیدای شي. همدارنګه یو زیات شمیر څیړنیزې او ترویجي پروژې د غنمو د سکتور د پراختیا په برخه کې پلې شوې. سره له دې چې په پورته ذکر شویو هڅو میلیونونه امریکایي ډالر مصرف شول، په عمل کې ملموسې پایلې ترلاسه نه شوې او د غنمو په تولید کې ځان بسیاینې ته رسیدل یقیني نه شول. 

څرنګه چې افغانستان یو وارداتي هېواد دی،‌ په نړیوال بازار او صادراتي ملکونو کې هر ډول بدلونونه د غنمو کورنی بازار اغیزمنوي. کله چې د اوړو بیې په کورني بازار کې لوړیږي او کورني تولیدات بسنده نه وي، یو زیات شمیر کورنۍ نشي کولای چې د اړتیا وړ اوړه ترلاسه کړي او خوړیزخوندیتوب له لاسه ورکوي. سربیره پر دې، بیوزلې کورنۍ د خوړو د ترلاسه کولو لپاره خپل تولیدي وسایل پلوري چې له امله یې دوی په مزمنه بېوزلۍ او خوارځواکۍ اخته کیږي. په داسې حالت کې د ورځنیو خوراکي وعدو کمول، کمه اندازه خواړه خوړل او د کارکولو لپاره له مکتب څخه د ماشومانو ایستل د کورنیو له خوا ترسره کیږي. ددې ترڅنګ، هغه صنعتونه چې غنم یا اوړه د خامو موادو په توګه کاروي، له داسې یوه وضعیت څخه سخت اغیزمن کیږي. په وارداتو باندې دوامداره اتکاء د صادرونکو هېوادونو له لوري په وارداتي هېوادونو باندې د سیاسي فشارونو لامل کیدای شي. پدې توګه، اړینه ګڼل کیږي چې د خوړیزخوندیتوب د تأمینولو، اقتصادي ودې د پیاوړي کولو او ملي امنیت د خوندیتوب لپاره افغانستان د غنمو او اوړو په تولید کې د ځان بسیاینې تر کچې ورسیږي.‌

Kazakhstan to introduce temporary quotas on wheat and wheat flour exports


On 1 April 2022, the Government of Kazakhstan announced plans to introduce temporary quotas on wheat and wheat flour exports, with effect from 15 April to 15 June 2022. The quotas amount to 1 million tonnes and 300 000 tonnes for wheat grain and wheat flour, respectively. In addition, exporters will be obliged to sell 10 percent of declared export volumes to the state purchasing company “Prodcorporation”, which in turn will redirect these purchases to cover the needs of local bakeries, flourmills, livestock and poultry farming. The measure is intended to ensure adequate availability of wheat in the domestic market and to curb price increases amid rising global food prices.

The Russian Federation bans exports of sunflower seeds and rapeseeds, and introduces quotas on sunflower oil and meal exports

On 31 March 2022, the Government of the Russian Federation adopted several measures intended to ensure adequate domestic food supplies and the raw material needs of domestic processing and livestock industries, amid ongoing sanctions. Notable among these is Decree 529, introducing a temporary ban on the exports of sunflower seeds and rapeseeds from 1 April to 31 August 2022. In addition, through Decree 548, a 1.5 million tonnes quota on sunflower oil exports and a 700 000 tonnes limit on sunflower meal exports were introduced from 15 April until the end of August 2022. Other measures include, Decrees 530 and 533, restricting the number of checkpoints for exports of soybeans and soybean meal, and Decrees 531 and 532, introducing export duties on sunflower meal and flaxseed from 1 May to 31 August 2022.

Uzbekistan lifts duties on imports of wheat flour, vegetable oils and other products

On 30 December 2021, the Government of Uzbekistan adopted Decree PP-73, which exempts from custom duties the imports of wheat flour, vegetable oils and other products. The exemption is valid until 31 December 2022. The country imports on average about 35 percent of its domestic consumption needs of wheat, mostly from neighboring Kazakhstan. In Kazakhstan, export prices of milling wheat increased sharply between June and October 2021, reaching eight-year high levels, and declined in November and December but remained about 20 percent above their year-earlier levels.

Pakistan approves the import of 3 million tonnes of wheat in 2021/22 to build strategic reserves

On 17 June 2021, the Economic Coordination Committee (ECC) approved the import of 3 million tonnes of wheat during the 2021/22 marketing year (July/June). The measure, which follows the lifting of import duties for wheat in June 2020 (FPMA Food Policies), aims to build up the national strategic reserves. Together with an above-average wheat output forecast in 2021, set at 26.2 million tonnes, the country expects to guarantee an adequate supply to contain the inflationary pressure caused by the increase in wheat prices since mid-2020. This has been due to a combination of high production costs and a lingering tight domestic supply situation, after a lower-than-expected 2020 harvest, which followed below-average outputs in 2018 and 2019, and strong exports in 2019.

بررسی وضعیت بازاریابی محصولات زراعتی وطنی: چالش ها و فرصت ها


این مقاله علمی وضعیت تولید و بازاریابی محصولات زراعتی، پالیسی های حمایتی دولت ها و میکانیزم مرتبط ساختن دهاقین با بازار عوامل تولید و محصولات را به بحث میگیرد. یافته ها نشان میدهد که با وجود افزایش قابل ملاحظه در تولید مجموعی زراعتی بعد از آغاز هزاره جدید، تولید سرانه زراعتی کاهش یافته است. مازاد قابل فروش اکثریت دهاقین کوچک کمتر بوده و عمدتاً صرف احتیاجات خانواده آنها میگردد. از اینرو دهاقین منابع مالی کافی جهت بهبود کمیت و کیفیت تولید را در اختیار ندارند. قراین نشان میدهد که عضویت اخیر کشور در سازمان جهانی تجارت نه تنها تأثیر مثبت قابل دید بالای سکتور زراعت نداشته بلکه پروسه گذار از زراعت عنعنوی و معیشتی به زراعت عصری و تجارتی را به چالش مواجه ساخته است. نتایج بررسی نشان میدهد که یک تعداد زیاد عوامل باعث ناکارایی مارکیت محصولات زراعتی و مانع دسترسی دهاقین به بازار میگردد که ضرورت به توجه تخنیکی، پالیسی، سرمایه گذاری و هماهنگی دارد. بنابر یک سلسله مشخصات مجزا کننده سکتور زراعت از دیگر سکتورهای اقتصادی، بازاریابی محصولات زراعتی توسط دهاقین و تدارک محصولات زراعتی توسط تاجران و صنعت کاران مشکل، چالش برانگیز و پر هزینه میباشد. از اینرو، ایجاب میکند که میکانیزم های مؤثر جهت مرتبط ساختن دهاقین به بازارهای فروش، و صنایع زراعتی و مواد غذایی طرح و تطبیق گردد. محتویات مقاله حاضر میتواند آغازگر بحث های سازنده و تحقیقات علمی بیشتر در عرصه حل چالش های بازاریابی و تجارت محصولات زراعتی در کشور شود.

Diets in a time of coronavirus: Don’t let vegetables fall off the plate

Vegetables are a key source of essential nutrition and play a crucial role in healthy diets. In this post, Jody Harris of the World Vegetable Center explains that vegetable production, trade and consumption are particularly affected by COVID-19 because of their highly seasonal nature, high labor needs, perishability, and the need for good storage and distribution logistics—with significant implications for nutrition security.—Johan Swinnen, series co-editor and IFPRI Director General.
The rapid spread of COVID-19 has changed the world so suddenly and so enormously that the pandemic’s many food system effects will take time to fully understand. However, a food systems perspective suggests places we should monitor for potential disruption.
What we already know is that malnutrition in all its forms is increasing the underlying risk for the severity of the virus, and global levels of malnutrition were already hugely concerning before the pandemic. Unhealthy diets were a leading cause of death and disease before COVID-19, while healthy diets are a driver of immunity and overall health, so a focus on diets containing the nutrients we need to thrive, not just to survive, is crucial. Vegetables are a key source of these essential nutrients, but they also have very specific food system characteristics that shape the potential impact of coronavirus on our ability to keep them on our plates.
